Builders need a workable environment
Intelligent people who make things need conditions that are not pure chaos. That is why they cluster in certain geographies. The hard regional task is to make a place conducive for makers.
We need to accept that smart, intelligent people who build need a specific kind of environment to operate. They cannot do their best work in pure chaos. That is one reason entrepreneurs and serious makers go to particular geographies: not only for markets, but for density of peers, basic order, and the possibility of focused effort.
There is also a shortage of people who are objective, who do, and who solve problems. Any region or society prospers while it still has critical thinkers who are also doers. Those people are rare enough that efforts which form them deserve support rather than indifference.
The challenge for a region that wants more building is therefore not only training. It is making the place conducive and attractive for makers: enough order, enough seriousness, enough paths that a young person can see a life of capability without having to leave as the only rational choice.
