Implement, and balance the economics
Having a solution is not service until someone implements it, preferably at meaningful scale, with economics that others can copy.
For everyone who believes they have a solution, it is a great service to the nation to start implementing it, preferably at a larger scale. Setting an example others can learn from matters more than another polished argument. They also need to remember that motivations differ, and for anything to scale they have to balance the economics of it. Not everyone will do this for charity, or have that many funds.
Implementation is where challenges concentrate. Humans are rational in a narrow sense: they decide based on what they observe. If the observable path is media, metrics, and talk, that is what will be copied. If the observable path is a working unit that pays its way, more people can follow without waiting for a grant.
