Hope is not a strategy; incentives are

Seminars and awareness fade in hours. Peer pressure and structure stay. Desired behaviour needs incentives and disincentives, not wishful thinking.

Without incentives that reward desired behaviour, seminars provide information for a few hours and little more. People think, then return to preparation for the path their peers already validated. Peer and social pressure is too strong to be fixed by talks alone.

We cannot rely on passion and good judgment at scale. Ideal, and not sufficient. Government has massive leverage to influence behaviour positively or negatively. Hope that people will simply choose well is not a strategy. Incentives, disincentives, and what people observe every day move them.
