Do not fix rural life by copying urban problems
Rural areas must name what is good and what is lacking. Treating urban life as the default better model imports a different set of failures.
Rural people have to understand their problems, find solutions, and acquire capability. They have to identify what is good about their life and what is lacking, then figure out what to get and how. If we start solving rural problems believing urban areas are simply better, we land rural people in a different set of problems. After that, current rural areas will have urban problems.
The objective should be as much balance as possible. Both sides of the spectrum have challenges. Ideally a balance that does not simply trade one catalogue of failures for another.
