Problem solvers must live among common people
Administration can enable. Awareness of problems and solutions has to sit in the society itself, not only in official chairs.
Rural people will need to look at people in governance and administration as enablers. The problem solvers need not be people in administrative positions. Thinkers and problem solvers have to be within common people. A society needs to know its problems and potential solutions. Once it has required awareness and knowledge, it can work more effectively with administration.
Capability that only lives in offices does not scale into villages. Capability that lives only as complaint also does not. The middle is a public that can name problems and still act.
